Obviously, this cover plate was not originally installed properly. It is also quite noticable as it is the primary bathroom light switch at the makeup mirror area. You should at least turn off the power to the switch, then you can a) paint that dark area to make it less visible or b) do some cautious filler work using joint compound. The sand and repaint as a touch-up job. Replace the cover and go!
