This is one of those outdoor adornments that is likely to be missed, but obviously needs attention. The circled area shows some of the rust and corrosion that has formed over the years of weathering in the Tucson sunlight. Remove this from the outside house wall, and refurbish as appropriate for the materials. In some cases, such things are best thrown away.
